Goa Cricket Association (GCA) president Chetan Desai, its secretary Vinod Phadke and treasurer Akbar Mulla have been arrested by police for alleged fraud. Desai is also the chairman of the BCCI's marketing committee.
A first information report (FIR) had been filed against the trio by the economic offences wing (EOW) of Goa Police on June 4 and PTI had reported that the alleged fraud amounted to INR 3.13 crore. GCA life member Vilas Desai had reportedly complained against the three officials for allegedly forging signatures and opening bank accounts to siphon money.
The police had registered a case against the accused under sections 408, 409 (criminal breach of trust), 419 (cheating by impersonation), 463, 464, 468 (forged documents), 471 (fraud), 420 (cheating) and 120 B (criminal conspiracy) of the Indian Penal Code.
According to Shekhar Salkar, the acting president of the Goa Cricket Association between November 2014 and June 2015, Desai, Phadke and Mulla had encashed a TV subsidy from the BCCI worth INR 2.87 crore.
The Indian board had sent the cheque on October 23 in 2006, when Desai had been the GCA secretary, Phadke the treasurer and Dayanand Narvekar the president. The cheque was valid for six months.
Salkar said a fake account, in the name of GCA, was opened in the Panjim branch of Development Credit Bank on April 10 in 2007. "Phadke pretended to be the president, Desai was the secretary and Mulla as treasurer. The cheque was realised on April 13, 2007. The three accused then started to withdraw amounts and emptied the account by March 29, 2008. So it did not reflect in the balance sheet."
The FIR, a copy of which is with ESPNcricinfo, filed in the Ribander police station against Desai, Phadke and Mulla on Wednesday, said "the above noted accused persons who were the members and signatory authority for Goa Cricket Association hatched a criminal conspiracy by impersonating and posing as president, secretary and treasurer of Goa Cricket Association and further prepared forged, fake documents and resolution of Goa Cricket Association and submitted the same to Development Credit Bank, Panjai Branch, for opening an account in Development Credit Bank in the name of Goa Cricket Association and thereby misappropriated the funds of TV subsidy sent by Board of Control for Cricket in India to Goa Cricket Association thereby cheating Goa Cricket Association for tune of Rs. 2.87 Crores."
In the FIR, it is also mentioned that Desai, Phadke and Mulla withdrew INR 26 lakh from Federal Bank account of the GCA on the "pretext" of giving it to a company called HAKO enterprise, who, it was later found, had not received any funds.
Phadke had been India's team manager for ODI series against South Africa in 2015, and at the Under-19 World Cup in 2012 as well.

Growing up in an indoor cricket centre, the Floros brothers were always destined to be good. But to have all four brothers represent Australia, that's something on a whole new level.
That's exactly what the Floros quartet will achieve come September with Matthew (23), Timmy (22), and Benji (18) all named in the Australian men's indoor cricket team on Tuesday to take on New Zealand.
The oldest of the brothers, 25-year-old Jason, previously represented Australia before focusing his efforts on the outdoor game, landing him a contract with Queensland and the Brisbane Heat.
"Our dad actually owns an indoor sports centre. We pretty much grew up inside the court," Matthew Floros said.
"From there, every school holiday was spent at the sports centre with bat and ball in hand, or kicking a soccer ball around."
The green and gold is seemingly woven into the Floros DNA, with uncle Billy Floros turning out for the national side in years gone by, and 19-year-old cousin Alexander Floros being named in this year's Australian under-22 squad. Another cousin, Jake Floros, has previously been named in non-touring Australian squads.
It was Billy – Australian team manager for September's series – that paved the way for one of the country's most successful sporting families.
"Billy started playing indoor cricket quite regularly and he was in the Australian team about 10 years ago," Matthew said.
"He showed us the direction that we needed to take to start getting higher honours."
ACT Rockets captain Matthew and teammate Vinesh Bennett return to the Australian line-up as incumbents, while Timmy is making his long-awaited return to the national side.
Benji will make his open men's Australian debut in the trans-Tasman series after fast-tracking his development over the past 12 months.
"I know that they've wanted to always put on the green and gold as well and play for their country," Matthew said.
"Doing that together is really good. For Benji and Timmy in particular, I know that they've had to work very hard on their skills and their concentration as well.
"For them to get the rewards and being able to play, it's really delightful for me to see."
Matthew became the first ACT player to win player of the series at the Australian Indoor Cricket Championships since brother Jason achieved the feat in 2008.
Cricket ACT's four representatives will join the Australian open men's team in camp in the week leading up to the series in Port Macquarie, which gets under way on September 8.

Tent Pegging Championship in Pakistan
“Tent pegging (sometimes spelled tent-pegging or tentpegging) is a cavalry sport of ancient origin, and is one of only ten equestrian disciplines officially recognised by the International Equestrian Federation. Used narrowly, the term refers to a specific mounted game with ground targets. More broadly, it refers to the entire class of mounted cavalry games involving edged weapons on horseback, for which the term “equestrian skill-at-arms” is also used. Cavaliers have practised the specific game of tent pegging since at least the 4th century BC, and Asian and later European empires spread the game around the world. As a result, the game's date and location of origin are ambiguous. In all accounts, the competitive sport evolved out of cavalry training exercises designed to develop cavaliers' prowess with the sword and lance from horseback. However, whether tent pegging developed cavaliers' generic skills or prepared them for specific combat situations is unclear. According to the International Equestrian Federation, “most equestrian authorities are of the opinion that tent-pegging originated in India in the middle ages in the battle fields as a tactics used by the horsed cavalry against elephant mounted troops”. A cavalier able to precisely stab the highly sensitive flesh behind an elephant's toenail would cause the enemy elephant to rear, unseat his mahout, and possibly run amok, breaking ranks and trampling infantry. However, other scholarly sources suggest that the sport originated earlier in Central Asia or the Middle East and was later on popularised in India. The term “tent pegging” is certainly related to the idea that cavaliers mounting a surprise pre-dawn raid on an enemy camp could use the game's skills to sever or uproot tent pegs, thus collapsing the tents on their sleeping occupants and sowing havoc and terror in the camp. However, there are few reliable accounts of a cavalry squadron ever employing such tactics. Because the specific game of tent pegging is the most popular equestrian skill-at-arms game, the entire class of sports became known as tent pegging during the twilight of cavalry in the twentieth century”

Shahid Afridi (Urdu: شاہدآفریدی), born Sahibzada Mohammad Shahid Khan Afridi also known as Boom Boom Afridi born on 1 March 1980) is a Pakistani cricketer. Between 1996 and 2012, Afridi played 27 Tests, 350 One Day Internationals, and 59 Twenty20 Internationals (T20Is) for the Pakistani national team. He made his ODI debut on 2 October 1996 against Kenya and his Test debut on 22 October 1998 against Australia.
He is known for his aggressive batting style, and previously held the record for the fastest ODI century i.e.in 37 deliveries,(Now broken by Corey Anderson who took one delivery less i.e.36 deliveries) which he made in his first international innings, as well as scoring 32 runs in a single over, the third highest scoring over ever in an ODI. He also holds the distinction of having hit the most number of sixes in the history of ODI cricket. Afridi considers himself a better bowler than batsman, and has taken 48 Test wickets and over 350 in ODIs. Currently Afridi is third on the list of leading wicket takers in the Twenty20 format, behind Saeed Ajmal and Umer Gul of Pakistan, taking 73 wickets from 70 matches. Shahid Afridi has signed to play for Sydney Thunder in Australia’s Twenty20 Big Bash league. In June 2009, Afridi took over the Twenty20 captaincy from Younus Khan, and was later appointed ODI captain for the 2010 Asia Cup. In his first match as ODI captain against Sri Lanka he scored a century however Pakistan still lost by 16 runs. He then also took over the Test captaincy but resigned after one match in charge citing lack of form and ability to play Test cricket; at the same time he announced his retirement from Tests. He retained the captaincy in limited-overs form of the game and led the team in the 2011 World Cup. In May 2011, having led Pakistan in 34 ODIs, Afridi was replaced as captain. Later that month he announced his conditional retirement from international cricket in protest against his treatment by the Pakistan Cricket Board (PCB). However, in October he reversed his decision.
